PREC Awarded National Little Giant Enterprise Title, Demonstrating Industry Competitiveness through Technological Innovation
Recently, the seventh batch of the national “Specialized, Sophisticated, Distinctive, and Novel” (‘Little Giant’) enterprise list for 2025 was officially announced. Shenzhen Prechem New Materials Co., Ltd. (“PREC”) successfully earned the national “Little Giant” enterprise title, recognition based on its technical accumulation and market performance in the field of functional solvents and specialty monomers. This national honor certifies the company’s development path of specialized, sophisticated, distinctive, and novel.
Policy Background
This achievement is closely linked to the continuously optimized industrial policy environment in Shenzhen. According to the “Notice on Organizing the Application and Review Work for 2025 ‘Little Giant’ Enterprises,” issued by the Shenzhen Municipal SME Service Bureau on May 15, 2025, the city is intensifying its efforts to cultivate high-quality small and medium-sized enterprises (SMEs) in a structured manner.
To qualify as an applicant, enterprises must meet strict criteria: they must be recognized as Shenzhen “Specialized, Sophisticated, Distinctive, and Novel” SMEs and must have achieved an operating revenue of at least CNY 50 million in the previous year. Additionally, enterprises applying for the seventh batch of “Little Giant” status must demonstrate an average annual growth rate of main business revenue of no less than 5% over the past two years.
Corporate Strength
Established in 2009, PREC, as a National High-Tech Enterprise, had already been recognized as a Shenzhen “Specialized, Sophisticated, Distinctive, and Novel” SME prior to obtaining the “Little Giant” title. The company was listed on the NEEQ in 2016, demonstrating standardized corporate governance and transparent operational mechanisms.
In terms of R&D, PREC focuses on the development and production of functional solvents and specialty monomers. The company has established a complete product matrix: solvents like EEP and MMP have formed a competitive advantage in specific market segments, and are applied alongside high-performance monomers such as AAEM, APE, and TMPDE in high-tech fields including optoelectronics, new energy, and automotive industrial coatings.
PREC’s products have not only passed certification audits from several of the top ten global coating enterprises but are also exported to over 100 countries and regions. Notably, the company’s EEP solvent production capacity ranks among the top in China. It has obtained international certifications, including an ECOVADIS Silver medal and REACH compliance, reflecting its global quality management and environmental protection standards.
Development Layout
Leveraging cooperation with the State Key Laboratory of Fine Chemicals, PREC prioritizes technological innovation. It is establishing a production base in Huaibei, Anhui Province, scheduled to commence operations in 2026, aiming to strengthen its global supply chain capability further. This strategic move will help the company better meet global market demand and enhance its international market competitiveness.
Industry Impact
Gaining the “Little Giant” title enhances PREC’s brand influence. It injects new momentum into the high-quality development of China’s new materials industry. As a council member of the Shenzhen Bao’an District New Material Industry Technology Innovation Alliance (SZMA), PREC’s success exemplifies the significant results of industrial collaborative innovation.
Since its establishment, SZMA has consistently aimed to “ally ‘Specialized, Sophisticated, Distinctive, and Novel’ coating enterprises to expand globally collectively,” providing multi-dimensional support to member enterprises in technology, resources, and policy. Currently, SZMA boasts 6 “Little Giant” enterprises, forming a positive industrial cluster effect.
PREC will continue to deepen its technological R&D, promote industrial upgrading, and provide higher-quality products and services to the global market. Simultaneously, the company will actively respond to Shenzhen’s policies for cultivating “Specialized, Sophisticated, Distinctive, and Novel” enterprises, fully leveraging its demonstrative and leading role to drive the common development of upstream and downstream enterprises in the industrial chain.
